A Procurement Analyst has accused the Finance Minister, Ken Ofori-Atta, of undertaking projects contrary to the requirements of the Public Procurement Act.
According to Kobina Atta-Bedu, the $36 million government spent on the Smart Work project during the peak of Covid 19 was implemented without the Public Procurement Authority’s approval.
A situation, the Analyst, insisted flies on the face of the constitution.
In view of that, Mr Atta-Bedu on JoyNews’ AM Show commended the Minority in Parliament for establishing comprehensive charges in its censure motion against the said Minister.
“There is no way any organisation that is directly related to the Finance Minister should be transacting business with the Finance Minister.
"The procedure for situations like that is that you should declare the conflict of interest and recuse yourself. Then someone else would lead the transaction.
“My question is, can he provide documents and evidence to show that prior to the engagement of the entity associated with him, did he go through the motions? If you ask him today, he may be able to present you documents but did it happen prior to their engagement?” he said.
Moreover, Mr Atta-Bedu emphasised that going for ratification is an indication of infringement which is followed by an investigation.
According to him, ratification is granted because a liability has been created which cannot be undone.
Later in the day, the Finance Minister, Ken Ofori-Attah is expected to appear before an ad hoc committee to defend himself against allegations highlighted by the Minority Group in Parliament.
The ad hoc committee co-chaired by a leading member from both caucuses in Parliament is set to probe the veracity or otherwise of the allegations levelled against the Finance Minister.
The Finance Minister would be speaking for the first time which is the last day of proceedings.
