The Volta Regional capital, Ho, is set to benefit from a new modern school for learners with special needs under the government's $300 million Transformative Secondary Education for Access, Results and Relevance for Jobs (STARR-J) Project.

Minister for Education Haruna Iddrisu announced this while addressing the Government Accountability Series in Accra on Monday, July 20.

"I am also happy to note that under the STARR-J Project, Ho and the Volta region will benefit from a new special needs education facility to support learners with disabilities in that area," he said.

"The second location for the second special needs school is now debated with data between Kintapo and another town in the Upper East Region. If it is possible, we will probably consider and do it all," he added.

He said the project reflects the government's commitment to improving access to quality education for persons with disabilities and ensuring that learners with special needs are not left behind.

According to the minister, the planned facility will provide a modern learning environment tailored to the needs of students with disabilities, as part of broader efforts to strengthen inclusive education across the country.

Mr Iddrisu stressed that the government remains committed to investing in the welfare and education of persons with special needs, describing the proposed school as a significant step towards promoting equitable access to education.

In June 2026, the World Bank approved IDA financing of US$300 million for the Ghana Secondary Education Transformation for Access, Relevance, and Results for Jobs (STARR-J) Project, which will expand access to quality secondary education and equip more young people with the basic knowledge and skills necessary to transition to higher education and enter the labour market.
