IMANI Centre for Policy and Education has completed an independent evaluation of the National Democratic Congress (NDC) government’s performance during its first 120 days in office, as part of our ongoing commitment to policy accountability and evidence-based governance.
This review measures the administration’s progress against the 26 commitments made in its own 120-Day Social Contract, and forms part of IMANI’s long-standing IMANIFESTO Project, which tracks political promises against measurable outcomes.
Summary of findings
Of the 26 priority commitments outlined:
- 13 (50%) were fully delivered
- 11 (42%) are in progress
- 2 (8%) remain unfulfilled
While the government has demonstrated visible action on several fronts, IMANI finds that many initiatives suffer from weak economic linkages, unclear fiscal implications, and inadequate structural reform.
Performance Highlights & Gaps
- Flagship job programmes such as Adwumawura, One Million Coders, and the National Apprenticeship Programme have been launched. However, these interventions, with a combined estimated cost of GHS18.86 billion, raise concerns about productivity alignment and long-term value.
- The 24-Hour Economy, a centrepiece of the NDC campaign, is still in development. Key legislative and operational frameworks are outstanding.
- The Women’s Development Bank has been established with GHS51.3 million in seed capital. Yet, its policy niche remains unclear given the existence of similar financial institutions.
- Tax policy has seen some reversals, including the abolishment of the e-levy, emissions levy, and betting winnings tax. However, the COVID-19 levy remains, despite earlier indications that it would be removed.
