The Minister for Energy and Green Transition, John Abdulai Jinapor, on behalf of President John Dramani Mahama, has inaugurated a newly constituted board of directors for the Tema Oil Refinery (TOR).
The inauguration, according to the Minister, marks a significant milestone in the government’s ongoing efforts to restore TOR to full operational capacity and reaffirm its status as a key pillar of national energy security.

Despite its vital role in Ghana’s petroleum value chain, the refinery has faced prolonged periods of inactivity due to financial and technical constraints.
Addressing the board at the swearing-in ceremony, Mr. Jinapor emphasised the urgency of the task ahead. “Your foremost duty is to get TOR back on stream,” he stated. “You must implement bold and strategic measures to return the refinery to profitability. TOR is not just another company; it is a critical national asset.”

Mr. Nayon Bilijo is the Board Chairman. In his speech at the ceremony, he expressed gratitude to President Mahama for the confidence reposed in the team. He pledged the full commitment of the Board.
“We are honoured by this appointment and fully aware of the magnitude of the challenge. We will act with urgency, resolve, and transparency to ensure TOR regains its operational relevance in the national interest,” he said.

The board is expected to submit a detailed roadmap in the coming weeks, outlining strategic interventions to address existing bottlenecks and reposition the refinery for long-term sustainability.
