The Ministry of Gender, Children and Social Protection joined the Ghana Federation of Disability Organisations (GFD) and the National Communications Authority (NCA) to mark the 2025 International Day of Persons with Disabilities (IDPD), celebrated on December 3.
This year’s observance was held under the global theme “Fostering Disability-Inclusive Societies for Advancing Social Progress” and the national theme “Access to Technology and Assistive Devices for Persons with Disabilities.”

The event brought together government officials, development partners, disability rights advocates and technology industry stakeholders to assess progress and drive stronger action toward disability inclusion.
Delivering the keynote address, the Minister for Gender, Children and Social Protection, Dr. Agnes Naa Momo Lartey, reaffirmed the government’s commitment to strengthening policy frameworks, expanding social protection programmes and collaborating with agencies such as the NCA, Ministry of Communications and Digitalisation, Ministry of Education and development partners to improve access to digital tools and assistive devices.

She noted that technology has become an essential enabler for learning, employment, communication and full participation in national life for persons with disabilities.
Dr. Lartey also announced that the review of the Persons with Disability Act, 2006 (Act 715) has been completed and is undergoing final consultations before being submitted to Cabinet.

President of the GFD, Joseph Atsu Homadzi, highlighted the need to ensure that persons with disabilities are fully included in Ghana’s digital transformation.
He called on institutions to design policies and digital platforms that reflect the needs of persons with disabilities, stressing that disability issues affect all citizens.
The commemoration also featured the launch of a new book, “An Evolution of the Ghana Federation of Disability Organisations,” authored by a long-serving disability advocate.

The publication documents the history, achievements and ongoing activism of Ghana’s disability movement.
The Ministry reaffirmed its commitment to working closely with all stakeholders to ensure that no person with a disability is left behind in the country’s development efforts.
