A member of the National Democratic Congress (NDC) in the Central Tongu Constituency in the Volta Region has petitioned the national Special Complaints Committee of the party over alleged misconduct in the just-ended constituency elections by some executive members.
Collins Atsu Kove contested for the position of the Deputy Communications Officer of the party in the Central Tongu constituency. In his petition, he said the 15-member Executive Committee of the constituency have breached Article 47 of the party’s Constitution.
According to him, after the elections there was a tie for two different positions; the Chairmanship race between Agbesi Dzramado and Dodzi Adisson Mornyuie and the position of Deputy Treasurer between Edison Mawuli Totime and Sampson Digbor.
He explained that the party’s constitution in such a circumstance in Section 9.4 of the Constituency Election Guideline proffers a rerun for the positions where there are ties.
However, Mr. Atsu Kove noted that contrary to this provision, the executive members “secretly met and voted to “break” the tie in the outstanding elections and declared Mr. Dodzi Adisson Mornyuie and Mr. Sampson Digbor as Chairman and Deputy Treasurer respectively.”
This act, he said, is in violation of Section 9.4 of the 2022 Election Guideline and Article 15 Clause 5 of the NDC Constitution.
“The Constituency Executives do not have any power to vote to break a tie. This act, therefore, constitutes a blatant violation of Section 9.4 of the Constituency Election Guideline and Article 15 Clause 5 and 6 of the NDC constituency. This is also a violation and a disregard of the inherent right of Mr. Agbesi Dzramado and Mr. Edison Mawuli Totime and contravenes Article 7 Clause 1. c of the NDC Constitution and 1992 Constitution of the Republic of Ghana,” portions of his letter to the party stated.
Mr. Atsu Kove therefore wants the Special Complaints Committee to subject the Constituency Executive Members to party discipline in pursuant to article 48 clause 8 subsections a, b and c.
He is also seeking that these executive members be suspended for a year, fined and reprimanded.
In addition, he wants the elected executives; Dodzi Adisson Mornyuie and Sampson Digbor not to hold themselves as elected executives until a rerun of the elections is held.
“Grant all other relief general or specific, at law or in equity,” he noted.
According to him, the action of the Executive Committee is causing confusion in the Central Tongu constituency thereby bringing the name of the party into “hatred, ridicule, or contempt”.
“It is also making the constituency become volatile thereby affecting the fortunes of the party moving into the 2024 General Elections.”
The 15 executive members are; Ametefe Kodzo Macarthy-Vice Chairman, Jerry Godwin Davor-Secretary, Confucious Caradoc Bedzina - Deputy Secretary, Cornelius Zonyrah-Organizer, Gabriel Kwame Atsem- Deputy Organizer, Pauline Mawutor Akpolu-Treasurer and Brilliant F. Ibn Okudzeto as Communications Officer.
Others are; Atsu Kuadey- Deputy Communications Officer, Charity Boko-Women Organizer, Ibrahim Gbeve- Zongo Caucus Coordinator, Bright Dickens Titriafe-Executive Member, Mike Davidson Ezuh-Executive Member, Mawulawoe Glover-Executive Member, Comfort Avi-Executive Member and Kudjoe Oliver Kwesi- Executive Member.
