The Centre for Democratic Movement (CDM) has described Ghana’s escalating teacher recruitment shortfall as a “national emergency”.
The group condemned what it termed the government’s continued silence while more than 30,000 classrooms reportedly remain without teachers and over 60,000 trained educators remain unemployed.
In a strongly worded statement, CDM said the crisis amounts to a constitutional breach under Article 25(1)(a), which guarantees Free, Compulsory and Universal Basic Education (FCUBE).
“A classroom without a teacher is no classroom at all,” the conveners declared.
“Where teachers are absent, education is denied, equity is destroyed, and national development is sabotaged.”
The movement further warned that nearly one million children are currently out of school.
It argued that the government’s inaction since the 2026 Budget presentation reflects “delay, opacity and indifference” at a time when decisive leadership is required.
“Every month of inaction deepens learning gaps, widens inequality and undermines public confidence in democratic governance,” CDM stated, urging immediate nationwide recruitment before the end of the current quarter.
