It is the first time Tamale City will participate in Ghana's top flight after they ended the play-offs with four points, just one point above Liberty Professionals who came in second.
Tamale City took the lead courtesy an Isaac Mensah strike from the penalty spot. Dwarfs got their equaliser minutes later through a penalty converted by Richard Addai.
Having failed to secure promotion in the regular season, Tamale City were beaten by Nsoateman FC in a Division One League playoff game to determine who takes the spot in Zone.
Tamale City grabbed their second chance with both hands after winning a three-way round-robin playoff for the runners-up of the three Division One zones.
The playoff was organised by the Ghana Football Association to find a replacement for the demoted AshGold who were found guilty of match manipulation.
