Some 67 members of the Ghana Football Association(GFA), has passed a resolution to strip off some of the powers of the Executive Council of the association.

At an Extraordinary Congress on Tuesday, December 21, the 67 members amended parts of the 2019 Statutes put together by the now-defunct Normalisation Committee.

Though the Executive Council of the football governing body did not approve the extraordinary congress, the members who convened amended Article 26 of the Statutes, increasing the size of Congress from 124 to 148, with Regional Football Associations (RFA's), to be represented by three delegates each at a Congress while the 20 Women's Premier League clubs shall have a representative each.

The meeting which was chaired by Bono Ahafo RFA Chairman, Ralph Gyamerah, had former GFA Vice President and 2019 GFA presidential candidate, George Afriyie, and Wilfred Kwaku Osei, former Management Committee Chairman of the Black Stars, affectionately called Palmer in attendance.

The group also amended Article 27, the Area of Authority, adding clause Q to the article, which mandates Congress to have the power "to approve and issue regulations for the organisation of all competitions of the GFA."

Extraordinary Congress in Kumasi

The current structure of the Executive Council recognised by Article 37 of the Statutes has also been amended, increasing the size of the council from 12 to 20. This means each RFA shall have a representative at the powerful decision-making body of the football association.

Members explained that "two years into offices, we have experienced the efficacy and effectiveness of the Executive Council in the discharge of its duties. The council as of presently does not represent the interest of football, especially, the over 2,000 grassroots clubs spread across the administrative regions of Ghana."

Other notable amendments are article 39(k) which gives powers to the Executive Council to "approve and issue regulations governing the conditions of participation in and the staging of competitions organised by the GFA," and the transitional provisions captured under article 81 of the Statutes.

These areas in the Statutes have been deleted entirely, and the minutes of the meeting will be submitted to the GFA for implementation.

The transitional provision of the Statutes, especially, 81(6) required the new leadership to reduce the delegates of Division One League clubs from 48 to 18 by the end of the second football season.

67 members attended the Extraordinary Congress in Kumasi

The GFA, however, sought to reduce the league clubs to 18, with the creation of a Super League which was opposed by members leading to the Extraordinary Congress of December 21, 2021.

Though the GFA has suspended the Super League indefinitely, it is unclear if the football governing leadership will recognise the amendments made at the Congress as no member of the ExCo of the football governing body honoured the assembly.

The position of the Executive Council of FA to some of the recommendations for amendments was that, the association needed FIFA's approval before they could make those changes.

The FA at a meeting with Division One League Clubs on December 17, said they will engage the FIFA governance department before convening the General Assembly as requested.

However, members felt 'disrespected' as the Secretariat of the association did not acknowledge receipt of their resolution submitted on November 18, 2021, within 14 days as required by 33(2) of the 2019 GFA Statutes and proceeded to exercise their rights per article 33(3) of the same statutes to pass the resolutions.
